About the contributors
Dr. Chandresh Harjivan, Partner at Rios
Dr. Chandresh Harjivan is a global leader in health security and public health innovation. He served as the first Special Assistant to the President for Domestic Preparedness and Response to Pandemics and Biological Threats, where he coordinated national strategy across diagnostics, vaccines, therapeutics, and supply chains. He was a key architect of Operation Warp Speed, helping deliver COVID-19 vaccines in record time.
Dr. Harjivan co-founded SaponiQx, a biotechnology company advancing vaccine adjuvants through generative AI and supercomputing, raising over $56 million in funding. He previously led public health practices at BCG and PwC, advising governments, multilaterals, and foundations on biodefense, global health investment, and pharmaceutical strategy. His work spans every major U.S. biodefense agency and includes collaborations with the Gates Foundation, WHO, and World Bank.
He holds advanced degrees in pharmacy, public health, and business from the University of Maryland, Johns Hopkins, and Oxford, and was a scholar of economics at Harvard.
Dr. Anjali Kastorf, PhD, Partner at Rios
Dr. Anjali Kastorf is a healthcare innovation leader with over 15 years of experience spanning biomedical research, federal health systems, and advanced analytics. She has led large-scale programs across the Department of Veterans Affairs, FDA, and NIH, with a focus on responsible AI, post-market surveillance, and innovation portfolio management. Her work integrates human-centered design, data strategy, and emerging technologies to improve patient care and system performance. Dr. Kastorf holds a PhD in Molecular Biology from Emory University, an MS in Biotechnology from Johns Hopkins, and a BS from Vanderbilt University.
Erika Wohl, Principal at Rios
Erika Wohl leads transformation efforts across federal health agencies and commercial organizations at Rios Partners. Her work spans strategy development, operating model design, and technology implementation, with a focus on improving healthcare delivery and benefits access. Erika has led major initiatives for the Department of Veterans Affairs and the Office of Personnel Management, including the launch of a new federal health benefits program serving millions of enrollees. She holds an MBA from Georgetown University and a BA in Economics and International Affairs from Skidmore College.
Jimmy Hattier, Consultant at Rios
Jimmy Hattier is a healthcare and social policy consultant with experience supporting federal agencies and nonprofit organizations. They have supported strategic planning and data modernization efforts at the Centers for Medicare & Medicaid Services, with a focus on improving enterprise data practices and reporting. Jimmy brings a human-centered design approach to their work, drawing on a background in education, community programming, and public policy. They hold a Master of Public Policy from Duke University and a BA in Music & Education from Dartmouth College.
Lise Swain, Business Development Associate at Rios
Lise Swain is a business development professional focused on promoting healthcare innovation and strategic growth. She supports federal health initiatives through proposal strategy and stakeholder engagement. With a background in psychology, Lise brings a people-focused and mission-driven approach to thinking of impactful solutions across the healthcare ecosystem. She holds a BA in Psychology from New York University and is currently pursuing a Masters in Statecraft & International Affairs from the Institute of World Politics.
